If you want to stop the Panel if you are designing a game like Switch Colors 
and you want to Stop the Panel and ball when you hit at 
a different color from the ball color, you can use the function

put next line it in Game Over() function 
      Time.timeScale = 0 
and next line Inside a Restart() function
      Time.timeScale = 1
