Alright, because there is nothing online that I could find showing people how to do this, I decided to record it myself so I could get back to this later.
Generate the new rails app
$rails new <app_name> --webpack=stimulus --skip-sprockets -T --database=postgresql

This is a simple way of importing MySQL database in Docker.
In you Dockerfile you must have a shared folder. Shared folder is a directory in your host machine that is mounted to Docker instance.
Put the exported sql file in the shared folder.
Login to your Docker instance via docker exec -it DOCKER_CONTAINER_ID bin/bash.
Login to MySQL via mysql -u USERNAME -p.
This lets you set the preload headers for your assets, so that the browser can start fetching them before it begins parsing HTML.
