I. Foundational Strategy: Establishing the Accessibility Program
A robust digital accessibility program begins not with testing tools, but with defining clear strategic mandates and establishing an organizational structure capable of supporting continuous compliance.1 This methodology is designed to create a legally defensible auditing process that integrates directly into the software development lifecycle (SDLC), ensuring that technical findings translate into actionable remediation and formal compliance documentation.
I.A. The Mandate and Standards Selection
The organization must formally adopt a governing standard to establish a clear compliance baseline.2 Without a defined standard and organizational interpretation of that standard, remediation efforts may become subjective and protracted.2
