next to GRUB_CMDLINE_LINUX_DEFAULT
. Run $ update-grub
and $ cat /sys/block/sda/queue/scheduler
to be sure that noop is being used:

$ update-grub
$ cat /sys/block/sda/queue/scheduler
[noop] deadline cfq
