Just replacing the "1504"s with "1508"s has worked for me:

source [find interface/altera-usb-blaster.cfg]

adapter_khz 400
transport select jtag
jtag newtap atf1508 tap -irlen 3 -expected-id 0x0150803f

init
svf -progress foo.svf
sleep 200
shutdown
