Workaround:

To check public/private setting

Get-NetConnectionProfile | Where-Object "InterfaceAlias" -like "Zero*"

To set all ZeroTier networks to Private

Get-NetConnectionProfile | Where-Object "InterfaceAlias" -like "Zero*" | Set-NetConnectionProfile -NetworkCategory Private
