On Ubuntu:
$ curl -fsSL https://download.docker.com/linux/ubuntu/gpg | sudo apt-key add -
$ sudo add-apt-repository "deb [arch=amd64] https://download.docker.com/linux/ubuntu bionic stable"
$ sudo apt install docker-ce
$ sudo usermod -aG docker ${USER}

You will need to log out and back it so your shell is in group 'docker', or you can run "su - ${USER}".

Then get the docker image and run it:
$ docker run --rm --name travis -dit travisci/ci-garnet:packer-1512502276-986baf0
