Target Breach Costs - Metro Credit Union

Dear Members:
By now, you have undoubtedly heard that criminals have accessed information about millions of Credit and Debit Card transactions at Target retail stores between November 27th and December 15th of this year. Unfortunately, despite all the news stories about the Target breach, no one at this point knows exactly what information was fraudulently accessed. Depending on what and how much information the criminals were able to get, this could be a very serious fraud threat.
As of writing, there have been no reported fraudulent transactions on any Metro Credit or Debit Cards. However, that could change at any time, and we have to view this risk as very real. Given what we know at this time, we are taking the following steps:
1. Metro is reissuing all Credit Cards and Debit Cards used at Target stores during the dates of the breach (Nov 27 – Dec 15). Those cards will take approximately 10 days to be delivered to members.
2. At this time, Metro will not be blocking cards used at Target stores during the breach dates. While the threat is serious, this is the holiday season and members are relying on their cards to make purchases. By blocking the cards before those members receive their reissued cards, affected members would not have a card over the holiday buying season.
3. Metro is accepting the fraud risk from the Target breach to not inconvenience members during the holidays. Please monitor activity on your account and let us know immediately if you suspect unauthorized transactions. You will not be responsible for fraud identified and reported by you.
4. Because thousands of Metro Cards were used at Target stores during the affected dates, it is possible that we could begin seeing a great deal of fraud, and if that occurs, we may need to block all affected cards immediately. If this occurs, we will take steps to notify affected members.
The primary questions we’re receiving from members so far have been:
1. Should I cancel my card and reorder a new one? While you certainly can cancel your card and order a new card (at no cost to you), Metro will be doing that for all affected members; we are just getting the new card to you before the old one stops working.
2. Do I need to close my account and reopen a new one? The answer to this is normally “no”. While Credit and Debit Card numbers are tied to your credit union account, the numbers are unrelated to your member account number, and once blocked, a Credit or Debit Card number cannot access your account. However, the answer gets more complicated with Target’s REDCard. Target actually captures routing numbers and your account number for their REDCard. We currently have no indication this information is at risk. But, no one yet knows the full extent of the compromise. If it appears members accounts are at risk, we will communicate this immediately. At this point, we are not recommending accounts be closed.
