I don't think you can do that manually. All the nodes start and everytime a new node joins, there's a vote for the leader.

Thank you for your answer, but in your example, when the first node starts, the running mode is different from when the second node starts. If the service starts automatically in the cluster, what should I do?I need the program to run on its own and know that it is the first of the three nodes to start. By default, the first method is chosen to start ‘./other_raft -serfPort 1111’。

Thank you very much. May I ask you another question? How to default to leader when starting,but not to wait the ElectionTimeout?

I don't think it is possible with the library. See discussion here: hashicorp/raft#151
