Regulation Compliance | |
A rule to be effective at any time is compliant if the | |
document clearly and concisely and exactly states the | |
circumstances under which a rule will otherwise fail to | |
comply. If, except where specifically | |
specifically permitted by the rule, a rule is not | |
true, the rule is void. | |
For a rule to have effect, it must: | |
1. Be appropriate in description. | |
2. Be consistent with any specific intent. | |
3. Have valid purposes. | |

The Register of Proposals | |
The Register of Proposals is a public record kept by the | |
Treasury, and the recordkeepor of all public records for the | |
period between One and Five inclusive, except for those specified | |
in the Rules. For the purposes of these Rules, the | |
Register of Proposals is the recordkeepor of | |
those specific documents identified in the Rules. Whenever a | |
document in the Register of Proposals is modified, that | |
modification must occur in a timely fashion if | |
the rules explicitly state that it must; otherwise, the | |
document is deemed abandoned, and the rules do not | |
modify it. | |
The Register of Proposals is also the recordkeepor of the | |
first draft of the Rules. This also means that the document is the | |
second draft of the Rules if there was a similar proposal in the | |
previous report and the Rules changed that document in a manner | |
consistent with the intended effect of that proposal. | |
When a proposal to adopt is adopted, it replaces | |
the rule specified by its text with the text of the proposal, | |
if a clause otherwise specifies the text to replace. If the | |
text is not specified, the current rule is used. If, for the first | |
time in the filing period of a proposal, a proposal has no text at | |
all, then its intent is that it replaces a rule. | |
The Register of Proposals CANNOT contain: | |
A proposal that would cause the Rulekeepor to cease to be | |
the Register of Proposals, or to become the Register of Proposals | |
unless its text explicitly states that then. | |
A proposal that is not of sufficient weight. | |
The Register of Proposals CANNOT contain any rules of the same | |
type as the rule that would otherwise create ambiguity about the | |
existence or nature of a proposal in the Register of Proposals. | |
The Register of Proposals CANNOT contain any part of a proposal that would | |
make emself uneconomical. | |
When a proposal to adopt is adopted, any player CAN | |
submit that proposal by announcement or through the rulekeepor. This is | |
the only way to become part of a proposal. The Register of Proposals is | |
retrieved by the rulekeepor upon receiving such a proposal. When a | |
proposal to adopt is retracted, the Register and the proposal | |
are destroyed. | |
If a player uses the Register of Proposals in a manner inconsistent with | |
the rules, e MUST destroy the Register of Proposals immediately and | |
reclaim the Register of Proposals if e needs to do so. | |
The Register is the recordkeepor of proposals for which the | |
original proposal was in the Register of Proposals at the time of | |
proposalset. The Registrar's Report contains these items: | |
1. The date on which the | |
original proposal became a proposal. | |
2. The document(s) from which the original proposal was copied (if any). | |
3. The original proposal's text and any modifiers. | |
The Register of Proposals is also the recordkeepor of proposals for which the | |
original proposal was not copied. The Register is destroyed if any player uses | |
the Register on any of these grounds: | |
- The proposal is no longer relevant. |
