The purpose of this is to disable the link when not in mobile. The link has a telephone number, so convenient for mobile users to call out, but this same link needed to be disabled on non-mobile devices. The first block of code is for mobile detection. Despite checking for a user agent being very error-prone, creating a link with a href of # creates an inactive element that appears active. Removing the href attribute makes a lot more sense, or even replacing the link with a span.

Also, a tel: pseudo URL on the desktop still can work with things like Skype or Google Voice, so there really is no need to replace it.
