Sorry about the delayed reply.
Thank you for letting us know about your experience with the thumbstick. What you're describing sounds like the expected performance for the Index Controller.
The thumbstick was designed to be clickable when it's straight up, which enables games which use the thumbstick as an accessory button to work with Index Controllers. In addition, we expect that all thumbsticks should register input when pressed while tilted, though it will require more force than when pressed in the center, and may not produce the feel of a click.
If you want to check that your controllers are registering input while pressed at the edges, we've introduced an input test in the latest SteamVR beta that will allow us to determine the extent of the issue you're facing.
To opt into the SteamVR beta:
1. Right click SteamVR in your library.
2. Select Properties.
3. Navigate to the beta tab.
4. From the drop down menu, select beta - SteamVR beta update.
5. Once closed, SteamVR will close and begin to update.
You can perform the test from your desktop or while in SteamVR home. Please perform this quick test to confirm that your thumbstick does not register input when pressed at the edge. Remember you may have to use a bit more force than in the center but it shouldn't take excessive force.
To perform this test from your desktop:
1. Navigate to the the SteamVR drop down menu.
2. Select Devices > Controller Settings.
3. Under Controller Utilities, select Test Controller.
To perform the test from SteamVR home:
1. Press the menu button to open the dashboard.
2. Select Devices > Controller Settings.
3. Under Controller Utilities, select Test Controller.

If you aren't able to produce input at the edge, we're happy to start the replacement process for you. As a reminder, while the thumbstick on the replacement unit will register input when pressed at the edges, it will still require more force at the edge than in the center, and may not produce a "click" feel.
If the recognition issue is only present in some of your content, please let us know what specific actions you are trying to perform and the affected game titles.
