I can get every mutation within 15-20 minutes after hitting level 5.

Overseer's Camp.

You run straight forward from Overseer's Camp and stand in the river. Get a mutation. Leave server, rejoin. Go into the water and die. Respawn at the Overseer's Camp and repeat.
