There are 3 action types available to figurines in Rising Sun : Move, Summon, and Place.

Oni of Plagues

Does the Oni of Plagues prevent Daikaiju from entering a province?

No, Daikaiju is "placed" and not "moved" into a province.

Does the Oni of Plagues prevent a Kami from entering a province?

Yes, if the Kami is moved into the province (during a marshal mandate) the Oni of Plagues will prevent the action. However, if the Kami is placed (during a Kami phase) then the action cannot be prevented..

Does the Oni of Plagues prevent recruitment in a province?

No, recruitment is a "summon" action and therefore the Oni of Plagues does not block this action.
