I finally found the file in the registry that got rid of the notifications if you have a CSR Harmony Bluetooth dongle installed: | |

I made an account just to say THANK YOU. You are awesome and saved me a lot of headache. Whoever put that crap into the Bluetooth software is stupid! Thanks again
PERMANENT FIX WILL WORK AFTER RE-BOOTING ENDING TASK ONLY FIXES UNTIL RE-BOOT
NO CODE EDITING JUST DELETE A FILE
I found a permanent fix thats better than ending the CSR OSD (on screen display) settings app. That program all it does is give that notification. So if its a pain, just ending task on "CSR OSD settings" is only a temp fix until you reboot. So I dug into it. CSR is silicon labs BT Driver, so if you have anything bluetooth, it has that driver and CSR OSD comes in the stackup. However I clicked properties on the CSR OSD task in task manager and found its associated .exe (vksts.exe.mui) in this directory address
C:\Program Files\CSR\CSR Harmony Wireless Software Stack\en-us
However you cant delete it while its running. So Ctrl + Alt + Delete -> Select CSR OSD Settings -> End Task.
Then go to
C:\Program Files\CSR\CSR Harmony Wireless Software Stack\en-us
And delete vksts.exe.mui and you have a permanent fix that wont change when you re-boot the system
Hope this helps someone as the microsoft answer doesnt work for me because everytime the update windows 10, they change the structure of the menu and a 14 month old guide wont have the options to click as described.

Thank you so much! This was making me tab out of video games and I spent ages trying to figure it out. At one point I was literally going through task manager and ending any task I thought might be the culprit. I noticed the CSR bluetooth software running and briefly considered it, but then I thought nah... there's no way they would do something so obnoxious as include a random caps lock indicator with no option to turn it off in a BLUETOOTH stack. Clearly I was wrong.
