Summary:

Allow 111 Allow 0800 free-call Allow mobile (example 021 & 7 digits, could use non-021 also of course, just an example) Allow local landline within Region / without area code in front

Block 04 land line outside Wellington Block Regional toll call Warm Dial mobile with six digits after prefix (we can change this as mobile providers / numbers change over time) Block 0900 toll call
