I just discovered this.
"Interactive Storytelling (IS) is a form of digital entertainment in which users create or influence a dramatic storyline through actions, either by issuing commands to the story's protagonist, or acting as a general director of events in the narrative. Interactive storytelling is a medium where the narrative, and its evolution, can be influenced in real-time by a user."[1]
It appears to be different from Interactive Fiction. It's more of an academic research area.
I ned to explore this some more.

the entire series is simply the conflation of all these intertwining small stories.

Such a structure would utilize something close to my interstitial story concept.
The trick would be in coming up with a big set of interstitial stories AND a system for linking them together.
That linking system is the killer problem."
