1) Be respectful. The people in the channel have no obligation to help you and they don't receive any form of compensation for doing so
2) Have patience. You might understand exactly what the problem is, but other people will have to ask (basic) questions first
3) Be specific. What is the issue that you're having, what is the behaviour that you want to happen. Have a link ready so that people can visit the page with the problem, or make a test case on http://liveweave.com
4) For chatting and offtopic questions, go to #web-social
4.1) Chatting and off-topic discussion is fine as long as its not disrupting on-topic discussion. If someone asks you to move to #web-social, please do.
5) There is no "best" way of doing things
6) There is no "best" framework or cms
7) Saying something sucks or is stupid will only cause flamewars
8) The exception to 7 is GoDaddy. GoDaddy sucks.
9) If you're trying to help someone and they won't or can't do it your way, stop trying to convince them. It generally doesn't end well
10) Don't discuss channel bans or quiets. If you have a complaint about the way an op acted, bring it up in #web-social.
11) We are here to help people of all skill levels. Being condescending or demeaning towards people will not be tolerated.
12) Impersonating OPs is the quickest way to get the ban-hammer

Is #web-social the best place to discuss op decisions? I feel #web-ops would be more appropriate.

It would be nice if #web's topic would be changed to something like the following to include other channels for specific questions. I added SVG for SVG specific questions and another site for code samples.

#httpd could be added for Apache related questions. #firefox has a channel. #google has a list of channels for its web products.

Also, shouldn't these rules be on the hashweb.org page?

This is just my opinion.
