I don't think this is a provided template for others, but just for his usecase - there is no information for what PHP version this is nor is it a clean/default PHP configuration (production, development or actual default values).
For reference: PHP comes bundled with a php.ini-development & php.ini-production, with appropriate pre-configuration for those environments. You should be able to find it in the php ini config folder or you can check it at GitHub too, eg.: https://github.com/php/php-src/blob/master/php.ini-production. And if you're interested in the actual default values PHP will take without an .ini file, those are documented here: https://www.php.net/manual/en/ini.list.php. I couldn't find a filled out full php.ini with those values, though, if you're after that.
