apt-get -y update && apt-get install --fix-missing -y wkhtmltopdf

$ uname -a
Linux 5dbfb55cf44e 5.3.0-24-generic #26-Ubuntu SMP Thu Nov 14 01:33:18 UTC 2019 x86_64 GNU/Linux
$ cat /etc/issue
Debian GNU/Linux 10 \n \l
$ wkhtmltopdf --version
wkhtmltopdf 0.12.5
