Yes, you can clear all files in the backup folder.
This is designed for backing up files. In order to give you a chance to retrieve these files. If you think you don't need them anymore, you can delete them.

I don't recommend you to run this tool in C:\windows\system32. It is safer to run it in, for example, C:\test than in system32.
Also, this tool does not erase the driver store files. You have to rely on the original anti-installer or any other driver cleaner.

Finally, this is a test version for experimental purposes. Please try the released version if you can.

The system may keep drivers for backup or restore. In most cases, the system only removes the current user's copy, not from the system, thus erasing some unneeded files. I recommend that you keep these files. In most cases, it will not damage your system.
If you want to erase all files, I recommend you to use a driver saving utility such as RAPR. However, please be careful with this tool and perform a system backup before using it.
