Have you ever had hci_le_set_scan_enable() return with connection timeout error? I even tried increasing the timeout to 10000. It returns with the same error and obviously did not block for 10 seconds, so I'm stuck.

line 156 is incorrect, should be:

otherwise you are just printing the address.
