• Removed react/jsx rules
• Disabled prefer-const, which requires use of const over let when the variable is not mutated.
• Disabled no-use-before-define because we commonly put private helpers below public exports that use them.
• Changed comma-dangle from requiring dangling commas to disallowing them.
• Disabled block-scoped-var because we disallow use of var anyway, and two errors isn't helpful.
• Enabled valid-jsdoc to validate JSDoc comments.
