Install MSYS2: http://www.msys2.org/

upgrade

pacman -Syu

You might need to run it again (it tells you to)

pacman -Su

mingw (with msys2)

pacman -S mingw-w64-x86_64-gtk3 mingw-w64-x86_64-python3-gobject mingw-w64-x86_64-gettext mingw-w64-x86_64-python3-cairo mingw-w64-x86_64-poppler mingw-w64-x86_64-python3-pip

pip3 install --user PyPDF2
pip3 install --user https://github.com/carlos22/pdfshuffler/zipball/master

Run

~/.local/bin/pdfshuffler
