 In Winter, it rains sometimes, and is a bit chilly.  Winter generally occurs some time between
 December and February.

 In Not Winter, it doesn't rain and might or might not be a bit chilly.  Not Winter has been known
 to appear briefly during Winter, but it's mostly March through November.
