Looks like the regions are from 2013, thanks for sharing the link to Saskatchewan's case data
I saw your leaflet geojson question on stackexchange which was exactly my question too. I've created leaflet map with modified statscan boundaries and https://github.com/ishaberry/Covid19Canada data. It uses Excel to create dataset. Might see about automating it.

Negative, this is a direct conversions from Statistics Canada. Probably worthwhile for both of us to send a message to their data curator to update the files.
