Freelance Web Developer

  • This is a Request for Quotes issued under M.G.L. c.30B.
  • The date stamp or postmark deadline for response is Friday, March 30th, 2012.
  • All responses go to [email protected]
  • All quotes must remain valid for 2 weeks following the response deadline.
  • Respond by providing only the information required. Extraneous information or conditioned responses will cause a quote to be rejected.
  • Response to this request will be interpreted as an implied contract committing the successful respondent to engage in the work described below for the timeframe indicated. MAPC will execute a contract with such party based on this solicitation.

The Metropolitan Area Planning Council’s Data Services Department seeks a freelance web developer to assist with projects in the local and regional planning, open data, civic engagement and public health space on a retainer contract for the next 3 months. The total contract budget is limited to $24,000.

Projects subject to this contract include, but are not limited to:

Responsibilities

  • Work with a team of planners, analysts and developers
  • Develop front ends and user interfaces for custom web applications
  • Integrate Weave, a web based open source data visualization software

Minimum Qualifications

  • Experience designing and developing web applications
  • Demonstrated coding skills in JavaScript (including jQuery, OpenLayers, Leaflet or Google Maps JavaScript API V3) and HTML5/CSS3
  • Familiarity with Django Templates
  • Experience deploying web applications in Linux environments
  • Strong user-centered mindset
  • Organized, self-directed and passionate about using your skills to turn data into knowledge
  • Located in the Northeast US and available for in-person meetings in the Metro Boston area

Response Requirements

Respondents must provide the following materials and information to be considered:

  • A current resume
  • A portfolio of representative work
    • Live links to current web-based work examples are preferred
    • Contact information is required for references who can verify your authorship of the work products contained in the portfolio
  • A link to the respondent’s GitHub account or similar on-line profile
  • A price quote that details an hourly rate and travel costs for at least 2 in-person meetings in Boston, Massachusetts

Rule of Award

The successful respondent will be determined using the following criteria and calculation in the order listed:

  • The party responded to this solicitation by complying with all of its requirements.
  • The party meets or exceeds the “Minimum Qualifications” listed herein.
  • The party’s price quote provides the highest number of development hours among qualified respondents calculated as follows:
    Number of Development Hours = ($24,000 – Quoted Travel Costs) / Quoted Hourly Rate

About MAPC Data Services

The Data Services Department is a nine-member team of planners, analysts, and web programmers engaged in a wide variety of regional planning activities. The Department is a national leader in scenario modeling, 3-D visualization, spatial analysis, and regional indicators. MAPC was recently awarded a $4 million Sustainable Communities Regional Planning Grant to support implementation of MetroFuture, the region’s groundbreaking plan for sustainable growth and development.

Current and upcoming Data Services Department projects include:

  • Creation of a GIS-based platform for local scenario modeling that integrates local data and regional trends in a decision support tool;
  • Continued analysis of vehicle mileage data from the Massachusetts RMV to analyze the influence of the built environment on travel patterns;
  • Analysis of transportation and environmental impacts of alternative land use scenarios along the I-495 corridor west of Boston.
  • Development of the State of Equity in Metro Boston, an indicators report and website documenting demographic, economic, environmental, and health disparities in the region.
