I worked around it using the --pre flag.

The chef python cookbook uses easy_install to install pip by default. This behavior seems to have changed with pip 1.4, which seems to have been released in the last few days. I fixed this in our environment by setting the node[:supervisor][:version] attribute explicitly (as it seems it tries to install pre-release supervisor by default).

Hopefully the transition to setuptools fixes this version of pip, but @wyattwalter's solution will work:

node.default[:supervisor][:version] = "3.0b2"
