I'm trying to reproduce the first RockyLinux build issue within a VM installed from minimal.iso
Unfortunately fetching kernel development packages forcefully upgrades kernel to 5.14.0-427
Headers of current 5.14.0-284
are not available thus I can't build CoreFreq against them.
for rocky system if you intall dkms , the system will upgrade the kernel version

What I'm trying to do is to create a VM of Rocky Linux 9.2
with its kernel-headers to reproduce your case where CoreFreq was failing to build. Because I think I can still fix a few macros in source code.
