TASK ORGANIZATION: Refer to Annex A (Task Organization). (All ships, submarines, and air wing assets under the Ronald Reagan Strike Group and any attached units in INDO-PACOM AOR).
1. SITUATION
Note on Bathymetry: The area east of Taiwan (20°N–27°N, 119°E–126°E) features a rapid transition from the shallow continental shelf to deep ocean. Bathymetric analysis indicates a shallowest point of 70 meters (near the shelf/land), a deepest point of 0 meters (in the Philippine Sea basin), and a mean depth of 35.8 meters. This significant depth variation is relevant for submarine operations, anti-submarine warfare (ASW), and anchorage planning
a. General. Heightened geopolitical tensions in the INDOPACOM AOR indicate imminent PRC amphibious operations targeting Taiwan. Rapid concentration of US naval and air power is required to deter this aggression or, if deterrence fails, to defeat PRC forces and establish regional maritime and air superiority.
b. Area of Operations (AO). The AO encompasses the waters east of Taiwan, extending into the approaches of the Taiwan Strait, within the USINDOPACOM AOR. Specific operating areas (OPAREAs) for STRIKGRU elements will be designated in Annex C (Operations).
Area of Interest (AOI). The AOI includes the entirety of the Taiwan Strait, PRC coastal regions opposite Taiwan, key PLAN basing areas, and air corridors relevant to potential PRC operations against Taiwan and friendly force dispositions.
c. Adversary Forces. PRC possesses significant naval, air, and missile capabilities. Expect potential employment of PLAN surface combatants, amphibious assault forces, PLAN submarines, and extensive shore-based A2/AD systems, including advanced cruise and ballistic missiles, and 4th/5th generation aircraft. Adversary COAs likely include attempts to isolate Taiwan, establish sea/air superiority in the Strait, and execute amphibious landings. Refer to Annex B (Intelligence) for detailed adversary assessment.
d. Friendly Forces. Higher Headquarters (USINDOPACOM and COMPACFLT) intend to deter PRC aggression against Taiwan and maintain a free and open Indo-Pacific. If deterrence fails, HHQ intent is to defeat PRC attempts to forcibly unify Taiwan. Other US forces (USFJ, USFK, other USN assets) are operating in the INDOPACOM AOR under separate tasking. Coordination will be effected through HHQ and established C2 channels. Friendly coalition/partner units may be operating in the vicinity; coordinate movements and share situational awareness as authorized and able. Refer to Annex C (Operations).
e. Interagency, Intergovernmental, and Nongovernmental Organizations. None directly involved in this STRIKGRU OPORD execution phase unless otherwise directed by HHQ.
f. Civil Considerations. The AO and AOI are critical international shipping lanes. Operations must consider the presence of neutral commercial maritime and air traffic. Minimize impact on non-combatant activities to the extent possible.
g. Assumptions. (1) PRC amphibious operations against Taiwan are imminent or have a high probability of occurring in the short term. (2) Intelligence regarding PRC A2/AD threat capabilities and engagement envelopes is substantially accurate. (3) The designated standoff position east of Taiwan provides an acceptable balance of force protection and responsiveness. (4) All assigned and attached STRIKGRU units are capable of immediate execution of this order.
h. Legal Considerations. All operations will be conducted in accordance with international law, including the UN Convention on the Law of the Sea (UNCLOS). Adherence to specific ROE (Reference C) is mandatory.
2. MISSION
NLT [DTG UPON RECEIPT OF THIS ORDER], COMREAGANSTRKGRU will transit at best speed to a designated standoff area east of Taiwan, establish surveillance of the Taiwan Strait, achieve maximum readiness for Anti-Submarine Warfare (ASW) and Defensive Counter-Air (DCA) operations, and prepare to conduct offensive strike operations IOT deter or defeat PRC amphibious aggression against Taiwan and establish/maintain regional maritime and air superiority.
3. EXECUTION
Commander's Intent
Purpose. My intent is to rapidly concentrate overwhelming naval and air power to deter PRC aggression against Taiwan. Should deterrence fail, we will decisively defeat PRC amphibious forces, deny them their objectives, and establish local maritime and air superiority, thereby preventing a PRC lodgment on Taiwan and ensuring regional stability.
Method. We will achieve this through the swift and decisive concentration of the Strike Group in a survivable standoff position, leveraging our multi-domain awareness through continuous ISR, maintaining a robust defensive posture (ASW, DCA), and projecting a credible and immediate offensive capability. Key to our method is:
Rapid Concentration: All units execute immediate, high-speed transit to designated OPAREAs.
Persistent Surveillance: Establish and maintain continuous ISR over the Taiwan Strait and its approaches to provide early warning and targeting data.
Proactive Defense: Implement comprehensive ASW measures and establish a layered DCA posture to protect the force and maintain freedom of maneuver.
Offensive Readiness: Prepare air wing and surface/subsurface strike assets for immediate offensive operations against PRC maritime, air, and shore-based targets as directed.
Disciplined Operations: Maintain strict EMCON discipline, adhere to ROE, and operate with precision.
Unified Effort: Coordinate closely with HHQ, other US forces, and partner nations to synchronize efforts and maximize combat effectiveness.
End State. COMREAGANSTRKGRU is strategically positioned east of Taiwan, fully prepared for sustained defensive and offensive multi-domain operations. PRC amphibious operations against Taiwan are deterred, or if initiated, are defeated. Maritime and air superiority in the approaches to the Taiwan Strait is established and maintained by friendly forces. USN forces retain freedom of action while operating outside lethal PRC shore-based A2/AD threat envelopes.
Concept of Operations (CONOPS)
This operation commences upon receipt and is focused on achieving rapid concentration and preparation.
General: Upon receipt of this order, all STRIKGRU units will immediately initiate Phase I (Concentration and Preparation). This phase emphasizes rapid transit to designated OPAREAs east of Taiwan, establishment of comprehensive ISR coverage of the Taiwan Strait, attainment of high ASW and DCA readiness, and preparation of offensive strike capabilities. EMCON conditions will be optimized for survivability and mission effectiveness. Coordination with HHQ, other US forces, and partner nations will be continuous throughout. Subsequent phases, if required, will be promulgated via FRAGORD.
Maneuver: Surface Combatants and Submarines: Transit at best possible sustainable speed along pre-assigned, deconflicted transit corridors to designated OPAREAs east of Taiwan. Maintain defensive integrity, screen integrity for HVUs, and mutual support throughout transit and upon arrival. Air Assets: Conduct transit support operations (e.g., ASW, ISR cover) as required. Upon arrival in OPAREA, establish ISR patterns and DCA stations as per Air Plan.
Fires: No pre-planned offensive fires in Phase I. All units will maintain readiness for self-defense in accordance with ROE. Offensive strike packages will be planned, briefed, and prepared for immediate execution upon direction. Targeting priorities will be promulgated by HHQ or STRIKGRU Commander via FRAGORD.
ISR: Commence continuous ISR operations focused on the Taiwan Strait, its western approaches, and PRC coastal staging areas immediately upon STRIKGRU assets entering effective collection range. Primary ISR assets include E-2D Advanced Hawkeye, P-8A Poseidon (if attached/available), MQ-4C Triton/MQ-9 Reaper (if attached/available), and organic ship/submarine sensors. SIGINT/ELINT collection will prioritize PRC C5ISR nodes, air defense systems, naval force dispositions, and indicators of amphibious force movement/intent. All ISR data to be fused, analyzed, and disseminated to relevant STRIKGRU units, HHQ, and designated partners in near real-time via established C4I pathways. Refer to Annex B (Intelligence) and Annex C (Operations) Appendix X (ISR Plan).
Information Operations (IO): Maintain EMCON posture as directed by OPTASK COMMS or FRAGORD to minimize electronic signature and enhance operational security. Deception measures may be employed as directed.
ASW: Initiate ASW screen formation immediately upon commencement of transit. Intensify ASW measures upon approaching and entering OPAREAs. All ASW-capable units (surface, air, subsurface) to achieve and maintain highest state of ASW readiness. MH-60R helicopters to conduct continuous active/passive search patterns. Submarines to establish ASW barriers and patrol designated sectors. Refer to OPTASK ASW.
DCA: Air Wing to achieve maximum DCA readiness upon arrival in OPAREA. Combat Air Patrol (CAP) stations, alert aircraft posture, and missile engagement zones (MEZ) will be defined by Air Wing Commander in coordination with AMDC and promulgated via Air Plan/OPTASK ADC.
Tasks
USS RONALD REAGAN (CVN 76) (Flagship): Transit at best speed to designated OPAREA. Function as primary C2 platform for COMREAGANSTRKGRU. Conduct continuous flight operations in support of ISR, ASW, DCA, and prepare for offensive strike missions. Maintain highest state of operational readiness for all embarked systems and air wing.
Cruiser/Destroyer (CG/DDG) Escorts: Transit at best speed to designated OPAREAs, providing robust screen for CVN 76 and other HVUs. Establish and maintain comprehensive Air and Missile Defense (AMD) posture. Conduct continuous ASW operations within assigned sectors. Prepare for Surface Warfare (SUW) operations. Prepare for long-range strike operations (e.g., TLAM) as directed. DDG designated as STRIKGRU EW lead (USS Rafael Peralta DDG-115) will coordinate and execute designated electronic attack (EA) and electronic support (ES) measures to degrade PRC C5ISR capabilities within the Taiwan Strait approaches and support friendly information operations objectives as directed by STRIKGRU IO Cell. All escorts contribute to the EW Common Operational Picture.
Carrier Air Wing (CVW) X: Achieve maximum readiness for all aircraft types for imminent combat operations. Plan and execute ISR missions as per Air Plan and STRIKGRU tasking. Plan and execute DCA missions; establish and maintain CAPs as required. Plan and prepare offensive strike packages against designated target sets for execution upon order. Coordinate all flight operations with CVN 76 Air Department and CATCC.
Assigned/Attached Submarines (SSN/SSGN): Transit covertly at best speed to designated OPAREAs or patrol sectors. Conduct clandestine ISR and ASW operations. Prepare for SUW and land-attack strike operations as directed. Maintain secure communications with SUBOPAUTH and STRIKGRU Commander.
Attached Reconnaissance/ASW Platforms (e.g., P-8, UAV Detachments): Deploy and operate from CVN 76 or other designated platforms/locations as directed. Conduct continuous, focused ISR and ASW operations targeting the Taiwan Strait and PRC force dispositions. Integrate sensor data into STRIKGRU COP.
Coordinating Instructions
Timeline: Execution of this OPORD is immediate upon receipt. All units report readiness to commence primary assigned missions NLT H+24 hours from receipt of this OPORD. Further detailed timelines for specific evolutions will be promulgated via FRAGORD.
CCIRs: PIRs and FFIRs as detailed in the draft (see above for specifics).
ROE: Units will operate under USINDOPACOM ROE SERIAL XXXX, as modified by this order or subsequent FRAGORDs. Current ROE posture is SELF-DEFENSE. Do not initiate hostilities or employ force except in self-defense of US forces or other forces/entities as designated by appropriate authority. Any engagement with PRC forces, or any use of force, will be reported immediately to COMREAGANSTRKGRU via most expeditious secure means. Do not enter or overfly PRC territorial seas (12nm from baseline) or national airspace unless explicitly ordered by COMREAGANSTRKGRU under specific authorization from HHQ.
Risk Reduction Control Measures: Maintain designated standoff distances from PRC mainland coast to remain outside recognized lethal envelopes of shore-based anti-ship missile systems. Implement EMCON plan upon commencement of transit. Maintain continuous all-source ISR monitoring of PRC threat systems and force dispositions. Maintain 360-degree multi-layered defense posture at all times.
Airspace Coordinating Measures (ACM): Refer to Annex C (Operations), Appendix X (Airspace Control Plan). Airspace within STRIKGRU OPAREAs will be controlled by CDC (CVN 76). Deconfliction with other US/partner air assets will be coordinated via JACC/ACCE LNOs and established regional airspace control authorities.
Rules for the Use of Force (RUF): As per standing USINDOPACOM directives and specific ROE for this operation.
Personnel Recovery (PR) Coordination: Standing STRIKGRU PR procedures apply. Designated PR assets (e.g., CSAR-configured helicopters, alert aircraft) to be maintained at appropriate readiness state.
Environmental Considerations: Minimize environmental impact consistent with urgent operational requirements. Standard Navy procedures for hazardous material handling and discharge apply.
Reporting: Report all contacts with PRC military forces immediately. Submit standard SITREPs every SIX (6) hours or upon any significant event impacting mission execution. Unit readiness reports as per STRIKGRU SOP.
Coalition/Partner Coordination: Where authorized, liaise with identified coalition/partner forces operating in the AOR via established channels to deconflict operations, enhance situational awareness, and ensure unity of effort.
4. ADMINISTRATION AND LOGISTICS
Logistics: Maximize self-sustainment capabilities during initial transit and operations. Anticipate high operational tempo and associated consumption rates. Units will maintain diligent LOGSTATS reporting. Resupply will be coordinated through COMPACFLT logistics channels. Priority for replenishment will be Class III (Fuel - JP-5, DFM) and Class V (Ordnance - Air and Surface).
Supply: Maximize fuel and stores prior to departure. Report critical munitions shortages impacting primary mission areas immediately. Prepare for potential high expenditure rates in DCA and offensive strike roles.
Maintenance: Conduct all essential corrective maintenance en route. Defer non-mission-critical preventative maintenance. Report critical equipment casualties impacting mission readiness immediately to STRIKGRU N4 and relevant warfare commander.
Medical Evacuation (MEDEVAC): Standard STRIKGRU MEDEVAC procedures. Primary MEDEVAC platform: MH-60S. CVN 76 Role 3 Medical Facility is primary receiving treatment facility. Liaise with HHQ for strategic MEDEVAC requirements.
Personnel: Standard personnel reporting procedures apply. Ensure manning levels are adequate to support sustained 24/7 combat operations. Report critical personnel shortfalls impacting mission readiness.
Public Affairs (PA): All PA guidance will be issued by STRIKGRU PAO (embarked CVN 76) under direction from HHQ (USINDOPACOM/COMPACFLT PA). There will be NO unauthorized release of information, imagery, or commentary regarding this operation by any STRIKGRU personnel.
5. COMMAND AND SIGNAL
Command: COMREAGANSTRKGRU (CSC) is embarked on USS RONALD REAGAN (CVN 76). Alternate command flagship is [Designate Ship]. Succession of command as per STRIKGRU SOP. Establish and maintain LNOs/liaison with USINDOPACOM JACC, COMPACFLT MOC, and other relevant US task forces as directed. Exchange LNOs with partner nation forces as authorized and feasible.
C4 Systems: As per STRIKGRU COMMSPLAN and OPTASK COMMS. Primary C2 voice net: STKGP CMD. Primary C2 data link: LINK 16. Maintain secure and redundant communications. Adhere strictly to EMCON plan. Backup communications via HF/UHF. GCCS-M is the primary COP tool. All units will ensure accurate and timely updates to the COP. Cyber Readiness Condition (CRC) [X] will be set and maintained. Report any cyber incidents immediately.
