To only have the working psql tool to read/edit an existing database: Windows OS

1. Download the PostgreSQL binaries package: https://www.enterprisedb.com/download-postgresql-binaries
2. Unpack the files from bin:

   psql.exe
   libcrypto-3-x64.dll
   libiconv-2.dll
   libintl-9.dll
