Solution:

[air01 dan ~] % sudo chown dan /usr/local/share/man/ru/man1
[air01 dan ~] % brew link joe

All of /usr/local/share/man should be chown dan?

I suspect this system once had MacPorts, and things may be inconsistent because of that.
