The packages libgdal-dev and libproj-dev are required:

How to install the rgdal R package
Firstly, make sure you're using the correct version of R compatible with
the package. If you're using the latest version of R, it's possible that
rgdal has not yet been updated to be compatible with it.

Yes, by now you need to use older R versions in order to use rgdal. Or use alternatives.
