For importing UTF-8 encoded csv files into Excel 2013 (Windows):

Open a new Excel worksheet
On the 'Data' tab, select 'From Text' in the 'Get External Data' section

Select the file to import
On the first step of the Import Wizard, selected 'Delimited' and 'File origin': '65001: Unicode (UTF-8)'

For the second step, set the delimiter to a comma.
Click finish and insert into the existing worksheet.
