Create a backup:
pg_dumpall > mybackup.sql
Perform the upgrade:
sudo pg_dropcluster 9.4 main --stop
SSH into your EC2 instance. Run the following:
$ sudo yum install gcc
This may return an "already installed" message. That's OK.
