You don't need this ugly hashmap. You can use a function like this to convert "hh:mm" into decimal:

function timeToDecimal(t) {
    t = t.split(':');
    return parseFloat(parseInt(t[0], 10) + parseInt(t[1], 10)/60).toFixed(2);
}
