цифры айди используем в ссылке вида:
https://rutube.ru/api/play/options/11709712/?format=json
получаем джсон
в нем balancer.m3u8 даст нам m3u8 файл с плейлистами, выбираем подходящий по качеству
в плейлисте имена файлов, путь используем от урла с плейлистом
