у тебя написано
<meta http-equiv="Content-Type" content="text/html; charset=utf-8" />
- т.е файл в кодировке utf-8.
но текстовые символы мой браузер не роспазнает, так што скорее всего файл сохранен в виндосвксой ЧЕТАТАМ-1251 или както так..
Используй всегда utf-8. И под виндой проверяй в какой кодировке сохраняеш
