The CSS (assets/css/compiled.css) is created via tailwind. The generated CSS is not checked in (in gitignore). This means that the file needs to be created:

For the deployed website, it is generated via github actions.
For local testing:
- you can generate the file by running tailwind locally.
- if the file is not generated, there is a fallback build into the root template at layouts/_default/baseof.html: In case no assets/css/compiled.css is found, it will fallback to [tailwind play CDN](https://tailwindcss.com/docs/installation/play-cdn] which it gets via jsdeliver.
