Format sd card as normal with lite or GUI versions
Create a file "ssh" in the boot partition
ssh to pi
sudo su && raspi-config 4.1. Change locale (en_US.UTF-8 UTF-8) and ?keyboard layout (did not work for me)? 4.2. Change User Password 4.3. Network options -> change hostname
