Aren't lines 3–4 what line 2 already does for me?
Yes, with both line 2 and 3-4, the repository will be added twice. Once in /etc/apt/sources.list.d/chris-lea-libsodium-trusty.list and once in /etc/apt/sources.list.
I am getting access denied for lines 2 and
1.0.10 version is here https://launchpad.net/~ondrej/+archive/ubuntu/php/
How to use
apt-get install -y software-properties-common
LC_ALL=C.UTF-8 add-apt-repository -y ppa:ondrej/php
apt-get update
apt-get install -y libsodium-dev
On 16.04
at least, we have https://launchpad.net/ubuntu/+source/libsodium
sudo apt install libsodium-dev

sudo bash -c "LC_ALL=C.UTF-8 add-apt-repository -y ppa:ondrej/php"
sudo apt-get update
sudo apt-get install -y libsodium-dev
