Subject: [PATCH] Python 3.8 support (#10777)
* Python 3.8 support
time.clock() was deprecated in Python 3.3, and removed in Python 3.8. Python 3.8 will be released on 14th October. See [PEP 596](https://www.python.org/dev/peps/pep-0569/) for more info.
Tested locally against Python 3.8.0rc1.
