This worked for me. No reboot required. Using an M2 macbook air.

worked for me too! This is the exact command I used:
defaults write com.apple.dock appswitcher-all-displays -bool true; killall Dock;
macOS 13.3.1, M1 Max.

Maybe the dock
in com.apple.dock
should be lowercase
defaults write com.apple.dock appswitcher-all-displays -bool true
killall Dock
+1 lowercase com.apple.dock
version working without reboot
