I cannot reach https://changelogs.ubuntu.com/meta-release-lts using ipv6, I can using ipv4 by e.g.

However, preferring ipv4 over ip6 by editing /etc/gai.conf and setting precedence ::ffff:0:0/96 100 does not solve it.
