 wget rawgit.com/transcode-open/apt-cyg/master/apt-cyg
 install apt-cyg /bin
 apt-cyg install python
 wget https://bootstrap.pypa.io/get-pip.py
 python get-pip.py
 pip install awscli

 ##  This will ensure that you have python and pip installed in cygwin. You may already have some of the above tools installed (such as apt-cyg), but there is no harm in running the above commands. Once you are done, try running `aws configure` again and it should work now.:
