If a package you maintain fails to build on the server, its documentation will not appear. In this case, you can build and upload the HTML yourself.

Run this shell script, or, alternatively, follow the instructions on Fūzetsu's blog (part 1, part 2).

The archive must be a gzipped tar file package-version-docs.tar.gz, comprised of a single directory package-version-docs with the rendered HTML.
