Generate python docs using sphinx

| ## Steps | |
| 1. Create a sphinx project | |
| 2. Download [RTD theme](https://github.com/snide/sphinx_rtd_theme) if you want it | |
| 3. Edit `source/conf.py` file, and append project path to `sys.path.append('YOUR_PROJECT_PATH')` | |
| 4. Run the following commands to generate sphinx docs | |
| ``` | |
| sphinx-build -b html source build | |
| ``` | |
| Generated files will be in `./build/index.html` | |
| 5. open index.html | |
| Genearte more sphinx-apidocs | |
| ``` | |
| sphinx-apidoc --help | |
| Usage: sphinx-apidoc [options] -o <output_path> <module_path> [exclude_paths, ...] | |
