U-1 “Senior engineers spend significant time in reactive architectural debates rather than proactive leadership.” How significant? If Staff+ time currently averages 15 % in reviews and you want 5 %, the gap is small; if it is 60 %, governance alone won’t fix it. Present sampled calendar or PR-review data, anonymized, to quantify the drag and set realistic improvement targets.
U-2 “Team autonomy vs. coordination tension … creates downstream problems that slow everyone down.” This is plausible but vague: How much delay? Which metrics deteriorated? Point to integration-defect trends, SLA slips, duplicated infra spend, or lead-time scatter-plots pre/post contentious decisions.
U-3 “Inconsistent technical standards create technical debt.” True in principle but readers will want to know which standards matter most (observability? secrets management? container base images?) Insert concrete examples (e.g., “four competing RPC frameworks add ~30 ms P90 latency on cross-service calls and duplicate client code in 12 repos”).
U-4 Success metric “improved engineering satisfaction scores.” Improvement relative to what baseline, via which survey item, and by how much? Define the current EngSat score and the target delta (e.g., +0.3 on a 5-point scale within 12 months), and list the specific survey questions tied to decision-making friction.
U-5 “Terms are 18 months to prevent entrenchment.” 18 months feels arbitrary. Why not 12 or 24? Turnover can degrade continuity or lose domain context. Cite precedent (e.g., CAP architecture councils), or at least explain the trade-off reasoning.
U-6 “Product teams have aggressive timelines that cannot accommodate lengthy approval processes.” Without cycle-time data, critics may argue: “Great, but how long is lengthy?” Include current median lead-time from ADR submission to decision, desired SLA, and how the new framework reduces it.
