Note that if you get an error like this:

It's probably because you forgot to do that rvm pkg install openssl
And also note that when I did rvm get stable
instead of pre, rvm installed openssl version 1.0.1c, which did not work with ruby2. So I had to redo it with the pre'

Strange... I HAD to sudo to get the install to work. That's not usually the case.
