"bootstrap_expect": 1 ,なのでメンバーが1個ある時点でリーダーが決まる3の場合は3集まるまでリーダー無し
前のconsulバージョンはbootstrap trueとかで最初にリーダーとして起動するエージェントを指定する必要があったがbootstrap_expectの場合その必要なし
clientとservrの設定だけあればokになる
